Stretch Velvet is made from polyester and spandex. It has four way stretch, but it stretches across the warp better than along the selvage edges. For dance and costuming this type of stretch has no effect. For swimwear it means calculating for the lack of stretch either in length or breadth of the body.
An advantage of velvets for swimwear is that the colours stay vibrant even after exposure to chlorine. They are a favourite of skaters for their warmth.
